access to world.std.com from the Univ of Michigan

    There was a recent posting on com-priv that said that access from 
    the University of Michigan to world.std.com was blocked by Merit. 
    This isn't the case. Merit/MichNet doesn't block access to and from 
    the University of Michigan. 

It seems that the crucial question is whether Merit/MichNet is in CIX
or not -- in practice, the extent of CIX is the extent of World's
access.  (And that of other sites that are not R&E and don't pretend
to be).  And of course, if it isn't in CIX, why isn't it?
