There was a recent posting on com-priv that said that access from
the University of Michigan to world.std.com was blocked by Merit.
This isn't the case. Merit/MichNet doesn't block access to and from
the University of Michigan.
It is the case that you can't access world.std.com over NSFNET.
This is because that IP network isn't announced by Alternet
(Suranet, Nearnet) to NSFNET. It could be if one of the mid-level
networks would ask the NSFNET staff to add the network. I think
the mid-levels involved are reluctant to do this because they aren't
sure if world.std.com meets the NSF Acceptable Use Policy. That
is really a matter for the folks at world.std.com and the mid-level
networks (and perhaps NSF) to sort out.
This of course is all tied up in the whole controversy about
acceptable use policies, ANS, the CIX, .... It is very sad,
because at least some access to world.std.com would probably
meet the NSF Acceptable Use guidelines as being in support
of Education and Research (the access from the Univ of Michigan
would probably be OK for this reason).
