Christopher, Even in your case of T1 degradation, the advice
to contact Merit is still valid. You may find
other explanations for the problem besides Merit duplicity.
One alternative that comes to mind is: saturation
due to the overwhelming success of
the network. Dial 313-763-3448 to talk to Network
Operations, explain your problem, and (perhaps) receive some
explanation as to the nature of the problem in the College
Park/Ithaca T1 connect. The answer may be that
T1 no longer successfully carries the load.
This recently happened to me, in my case over the T1 between Ann
Arbor and New Haven. T3 was the solution.
