What about a VSAT earthstation? Do any of the comsats "see" Moscow?
It would certainly be cheaper than dealing with the telco there.
Perhaps we could cut a deal with one or all of the news organizations
who have Moscow offices to pool resources and offer an IP link running
on one of the satellite news uplinks. They could use it to transfer
text and graphic images. Ha! A potential new market!
