If you mean Moscow, Russia, then there's (here's :-) no Internet pops here.
The only commercial entity capable of doing so is the SprintNet USSR -
a joint venture between Moscow Telegraph and Sprint. I will check their
internet plans on Monday.

The RELCOM network has some plans for internet services, though the
question of the RELCOM's international IP connectivity is far from clear.
