John:
In the next IETF Network OSI Operational working group (NOOP),
we will discuss a area code based scheme described by Steve Deering.
It goes along with time zones and current phone number area codes.
We will be comparing this with the current routing topology based
hierarchy given by the NSAP allocation paper. If you are interested
in this topic, perhaps you want to attend or get the meeting notes.
Address assignment discussed in the OSI working group may have
application to address assignment in both IP and OSI. These topics
will be discussed at the working group.
I can give documentation points to all who are interested.
Please send me a private note. I will post concerns to the general
mailing list.

It's too late to slice the IP address space into anything with geographic
significance, but the "next great network" address space could possibly
be keyed with time zones? Just a not-altogether-silly thought.
