Jim,
there is a new cooperative entity in Europe called Ebone `92
(for E-1 backbone), which is a line-sharing arrangement between most
of the major R & D networks (including EUnet) in Europe and a few of
the commercials as well. Their policy is that be "no restrictions
on traffic content" at the Ebone level -- but of course connecting
nets can apply any policies they like within their nets. They have
multiple connections to the US and links to most Western European
countries.
