As a member of an NSF advisory panel on educational uses of technology,
especially K-12 uses, I can attest to the fact that Networking proposal for K-12
were underwhelming!!

As you know Gordon but maybe others dont, the Congress has put into
the NSF substantial monies for Science Education. networking in K-12
could maybe help in this. I have not looked for a while but there
were not a hugh line of proposals to use those funds for networking
our schools and attracting and keeping and improving science
education.
