You are granting to the FNC powers that make it appear to be the FCC.
It is an interagency organization with limited real power. Attempting
to grant it such rule making powers will no doubt cause the oversight
of the networking to pass to those people who regulate -- like the
FCC.
I will withhold my view of the Dialog issue till I see full facts and
not partial information.
