So Sprint does show signs of life !

The entire Superhighway project screams to be let a a Federal Contract
and not some sort of scam based cooperative agreement. Due dates, a
bottom line for services, the right's and regulations for all parties
involved. If this project is as big as Al Gore claims it is then there
is no reason to take any chances. Use the standard sol. methods and bid
it as a contract subject to the FAR.

This agreement stuff is just nonsense. Or should I say a license to
legally steal ? I thought that the NSF was getting out of the business ?
That 50 million dollars seems to have gone up from prior figures, not down.
