First, we have to deploy PEM or PGP everyplace in order to allow the sites
to authenticate the list.  Otherwise, you can have a field day forging
messages implicating a rival company.

Then, we have to resolve the cryptography export problem.

Then, we get to resolve the problem that "the people who would read this
list" are not the same as "the people who get torqued off when they get
junk mail".

And do *you* want your systems administrator to arbitrarily cancel your
incoming e-mail, just because somebody had posted to a list saying that
the person had posted something unsolicited?

A complex and confusing set of issues, best resolved with a baseball bat. ;)
