I run an online service myself, and we don't have to do this $10 
per charge thing.  We just run the credit card once per month,
with your accumulated usage.  I can see where they don't want to
do a bunch of little charges, but nobody is saying that they have
to run their charges each day, and thus lots of tiny charges.
At $0.20 per minute, by the end of the month I would expect that
most users would have some amount of use/charge built up that would
be worthwhile to put through on a credit card...
