Fortunately very few countries' governments are even nearly that
insane, many wouldn't have the power to do this anyhow (or certainly
not in any easy "negotiating" fashion), and most of those that are
likely tend to have all their contracts broken by unexpected gunfire
in well under 10 years anyhow.

I'd say if these IIA folks work real hard some day they'll qualify as
naive.
