Agreed, but why would a country consider such a thing? Well, maybe
IIA will offer the country/official a kickback? Or maybe they think
it's a good deal?
The best way to combat such tactics is to go them one better. If
they'll buy it for one handfull of glass beads, then they'll likely
go for two. If the IIA is going to make such a terribly large amount
of money, then someone out there ought to be willing to take the same
risk (that the venture will go bust) for less money. If there isn't,
then maybe the cost/risk is higher than *you* think it to be?
Also, consider that some countries may be a natural monopoly. There
might be enough customers to pay for one (1) Internet access point.
If another one was to try to enter the market, they would fail, but
they would also cost the first entrant quite a bit of money. Perhaps
it's *that* risk that the IIA isn't willing to face?
Flaming IIA about it is probably not going to do much good. IF they
stand to make THAT much money, then someone else would take their
place if you forced IIA out.
