     While running the standard window manager, mwm, I found that hitting the
   NumLock key causes the window manager to no longer respond to mouse clicks.
   i.e. windows can not be moved, iconified, ...  Dash still works fine, and
   within a single window, like emacs, the cursor can still be manipulated 
   with the mouse.

This is a feature, not a bug.  Mwm treats the NumLock key just like
the other modifier keys (shift, ctrl, alt, caps lock), so that you can
have different window manager commands bound to key sequences that
include a depressed NumLock key.
