Then either (a) Ultrix should use _ALL_SOURCE or something similar
like the RS/6000 to enable full functionality in the header files, or
(b) there should be another header file with more complete definitions
in it (although I'd really hate this), or (c) the man page should
document that some of the functions it mentions have to be declared
explicitly.

There's a bug here somewhere.  What it is is unclear, but there *is* a
bug.
