It is not clear what to do about the permissions on the dotfiles
locker, since it is not clear who maintains it (if anyone) I have
forwarded your message to Athena Operations, with a recommendation
that they take it over if it is ownerless, or perhaps hand it over to
the SIPB, which (I think) is willing to maintain it.
