This might depend on how the file was modified.  AFS will (I'm fairly
sure) only set the name of a file when it is *created*.  Therefore, if
you only modify a file, but the method of its writing out doesn't rm
(or mv) the original out of the way, then the owner will not be
changed.

For example, if you use 'ed' to modify a file, it will definitely keep
the same owner (even in NFS!)  I think emacs will DTRT, if there is
not already a filename~ file in existance. (If there is, then I'm not
sure what it will do)....
