Because the authentication in kerberos generally works user-to-host,
not user-to-user.  You don't have osage registered with Kerberos (and
a service key in /etc/srvtab), so rcp can't get the tickets it wants.

There is little user-to-user authentication in Kerberos that actually
works well or indeed is even in use.

If you want user@host-to-user@host trust, use .rhosts and expect the
"normal rcp" fallback.
