What's wrong:
it doesn't report an error message if I do it in a cell for which I
do not have permission:
<144> hodge:~> where vos
/afs/athena.mit.edu/system/afsuser/@sys/etc/vos
<145> hodge:~> fs wscell

<146> hodge:~> vos release user
Exit 1
but sometimes it does:

What should have happened:
it should always report an error
