The system packs should also have it protected...  as long as the
testers packs are on AFS, the directory containing mwm should be as
restrictive as the /source tree.  I realize that making /usr/athena/bin
readable only to authuser could be disastrous, in that anyone without
tokens would then lose badly...

When we move to RVD's, the problem is moot...  even though I suppose it
is possible for someone outside of MIT to mount an RVD and steal the
bits, I think that it is probably enough work for someone to do so that
it can be considered safe.

I disagree here.  Simply because we cannot protect ourselves everywhere
is no reason not to protect ourselves where we can easily do so.

Same argument.  Even though we can't do anything about old copies, we
should still do what we can to comply with the license where we can...
