vax 6.4: calendar weirdness

(Yes, 6.4 -- that's what Charon is running, and that's the only place
I can get "calendar" to function for me reliably.)
I have several lines in my calendar files that start with a date and a
colon. I got mail with the "apparently-to" line *following* the data
from my calendar file.
The data from the calendar file should have been in the body of the
message, not the header.
