VI and emacs don't work on pmax when dialed in.

I carefully looked to see that TERM and TERMCAP were properly set to
vt100 when I dialed into the decmips.

But when I ran either emacs or vi I was told that my "terminal type
(vt100) was not smart enough" to run vi or emacs.
