No one else has reported the problem you describe below, and
furthermore, no one else noticed anything like it during the entire
time the new release was in staff test and since the time it has been
in the clusters.
If this happens to you reliably, please use "olc" to ask a question
about it, and the consultants in olc will try to help you figure out
why it is happening. If, indeed, there is some bug in the system that
is causing it, they will be able to determine that and send a complete
bug report to "bugs".

While opening a new xterm window, the machine gave me a total of seven
new windows. This may be a source of the bottle-necking problem.
