What were you trying to do?
Put the olcr motd in a file, by using olcr motd -f foo.

What's wrong:
When given the -f argument, it not only puts the motd in the file, but
it also displays the file anyway. Also, though it normally uses "more"
to display the file, with the -f argument it doesn't use "more". 

What should have happened:
As with other -f olcr commands, the motd should not be displayed when
you use the -f argument, it should only be put in the file.
