RT 7.1: reset_mouse fails

When responding to the "hit any key to start" screen, the following
message sometimes appears instead of the X background:
> reset_mouse: Bad block count = 255
> reset_mouse: Bad block count = 255
> reset_mouse: Mouse didn't reset (ff)
and I get a new copy of the "hit any key to start" screen. Trying a
second time always seems to work.
This problem occurs perhaps once in every four or five tries. The
rest of the time X starts properly and a login screen appears.
