The problem was that USER sms is a member of LIST administrators so
that moira can update the AFS cell. But there is no pobox for USER
sms, instead there is a mailing LIST sms that points to LIST moira,
the moira public discussion list. This meant that mail to vice-squad
was going to about 30 people outside the tute. I've severed the link
from LIST sms to LIST moira, instead pointing LIST sms to LIST
moira-request, which is just me and Henry. This way we will still see
if anyone sends mail to sms@ATHENA as was published a couple years ago
as a way to get info about moira (then called sms).
