About the problem: "However, there is another problem --
since the user is not in the passwd file when his quota is checked,
the over quota message says that "User #XXXXX is over quota on...",
i.e. it shows the UID rather than the username."
how about having the message say "You are over quota on ..."

(the user knows who he is, even if the workstation doesn't)
