xterm tek window on vax 7.0F needs convincing

pop up a vt xterm window.
select tek mode from the menu -- it puts up a fairly large window
(i.e. not the smallest size)
resize that window to be as small as possible
hide tek mode from the tek window menu
select tek mode from the menu -- the window comes up in the right
place but huge again.
resize it to be small again.
hide tek mode from the menu
select tek mode from the menu -- it comes up right this time.
what's going on here...
