Did you reboot your workstation (or create /etc/nocreate manually)
after editing /etc/rc.conf? /erc/rc.conf tells /etc/rc how to set
things up when the workstation reboots; it has very little effect
(except some minor stuff in activate and deactivate) once the
workstation has rebooted.
I suggest that you either do "touch /etc/nocreate" as root or reboot
the workstation, which will cause /etc/rc to create /etc/nocreate, and
then people not in your /etc/passwd file won't be able to log in.
