Netconfig reads the ethernet address out of kernel memory and tries to
contact the network even if both HOST and ADDR are set. It should be
possible (and the default behavior) to run in such a way that (1) a kernel
other than /vmunix can be booted (it is impossible to net boot a kernel that
doesn't have a built in root partition, since you can't net boot single user
and netconfig requires that /vmunix have a corrent name list) (2) the
network is not used if information is present locally to determine the net
address and host name.
