Maybe the man page isn't being explicit enough:
> With a username or UID, this option will display usages

Note the 'on locally mounted file systems running user quotas'. This
means that whenever you supply an explicit username, uid, group name,
or gid, quota only checks quotas on partitions on the local hard
disk(s).
You can still use quota.ucb to do what you're trying to do. This will
work until the Athena fileservers have been updated to the new release
and start using the new RPC daemon instead of the old one.
