There is no bug here. From the man page for csh:
-b This flag forces a ``break'' from option processing,
causing any further shell arguments to be treated as
non-option arguments. The remaining arguments will not
be interpreted as shell options. This may be used to
pass options to a shell script without confusion or
possible subterfuge. The shell will not run a set-user
ID script without this option.
In other words, this is a feature, not a bug.
As for your comment about shutdown, I don't quite understand what
you're asking, so I don't know how to respond to it. You'll have to
be a bit more specific.
