old rlogin/vi window size problem on rt

i tried today (finally) to establish that a two-year-old bug report of mine
had been addressed; i found a NEW BUG. the original bug was as follows:
when i rlogin'ed from an rt to minos, vi acted as if the screen size were
out of synch; on startup, the top of the file scrolled off the top of the
screen. when i rlogin from tartaros ( a uvax) to minos, no problem.
neither kubi nor i could fix the problem on the rt-to-minos rlogin case.
when i tried the same thing today, i had no window-size problems, but a new
bug appeared: when i scroll through the file with vi, any command-line contents
(that is, bottom-line contents) scroll upwards, stomping a text-file line;
control-L refreshes the screen correctly, but this bug makes vi unusable
in this rlogin scenario.
i'm actually more concerned about the new bug than i was about the old one.
the new bug, like the old one, does not occur when a microvax is the client
host.
