If the SHELL environment variable isn't set, or is set to anything
that doesn't end in "csh", then "tset -s" will assume bourne shell out
output "TERM=...; export TERMCAP" instead of "setenv TERMCAP ..." etc.
This is not docuemented in the man page, is non-intuitive, and
different from what I've seen in the past. It also make debugging my
scripts very difficult.
