My first question is what machine are you attempting to ftp to?
Athena.mit.edu is the mail hub for athena; it does not has ftp
available.
At athena, ftp does not behave in the way it behaves at most other
sites, due to the way we use Kerberos in our environment. The only
way to use ftp is to telnet or rlogin to an athena workstation (such
as athena.dialup.mit.edu), then to ftp to that same workstation. You
will then have whatever privileges that you have for the login
session. This includes nfs mappings, afs tokens, attached
filesystems, etc.
If you have any other problems, you can try using OLC so we can try
things in real time, in case it is a bug, or send mail to
ftp-bugs@athena.
