RT 6.4R: inc [no warning when over quota?]

What were you trying to do?
The user was trying to 'inc' his mail. He was just below his
hard limit.
What's wrong:

the window told me I've got 8 messages (88K). When I did 'inc', the
machine said,'1050 empty'
inc: can't write to 1050: I/O error
When I did xmh & inc (a few times) it did '1050 empty
1051 empty
1052+ empty
What can/should I do?

What should have happened:
inc should have failed, rather than creating the empty files. (Wasn't
it changed once before so that it would do this?)

The user (scbest)'s home directory is on aphrodite (NFS). Other people
(including Steve Ellis) have also seen this problem "in action".
