When I'm in an xterm, no matter where in the xterm my mouse cursor is
(ie, in the center, in the title bar, or on the border) my xterm cursor
is a solid black box.
In emacs, though, it is only a solid black box when I'm in the center
window. When the mouse cursor is in the title bar or border, the emacs
cursor is a clear box instead of a black box. However, I can still type into
my emacs successfully.
In other words, if you think of a black cursor indicating that you can type
into a windw and a clear cursor indicating that you can't, emacs sometimes
lies.
