Most of the things relating to /etc/rc listed in "changes" have been
thrown in the version of /etc/rc in future/athena/config/files/rc. The
following changes are in v1.65 (from the last RCS log):
Strip /etc/motd of everything but the version on PUBLIC machines
Only freeze sendmail.cf once
Don't rebuild sendmail aliases (on machines like athena, it takes too long)
Don't make /tmp/Xbin link anymore; it's no longer used
