I will be quite happy to format the doc files if necessary.  It's
primarily computron bound anyway, and it'll save me that much more
time the next time I need to read a manual.  Most of the manuals are
shorter than your average person's humanities paper, and the number of
people who will want to print the manuals is fairly small (the manuals
are not really useful to the novice).  If we don't want people
using them, then why include /usr/doc at all?
