RT 6.4R: zwgc extraneous warning message?

When logging in via the net, the following command in .startup.tty
/usr/etc/zwgc -ttymode
responds with the error/warning message
zwgc: Unable to open X display -- disabling X driver
which appears to be superfluous, perhaps even unduly alarmist, since it
leaves the user unsure of whether or not zephyr is running at all.
(Incidentally, the message is also a bit cryptic, especially for a
non-wizard user who probably doesn't know what zwgc is and might not
even be sure of what X refers to.)
