  The contents of the RT /usr/mdec in 6.4R is identical to that in 6.3B,
  with the addition of what look like source files.  On the VAX,
  however, the following files are missing: boothk, boothp, bootra,
  bootrl, bootup.  Without these, the installboot program fails to
  install bootblocks, and a disk can't be made bootable.  This causes
  newfs to fail to install bootblocks when you run it on a root
  partition.  

  I consider this a major problem, and one that we must fix before the
  release.  If no one from Release Engineering is available to implement
  the fix, I volunteer to do it myself.

The install kits do *NOT* use the contents of /usr/mdec on the VAX;
these are not the correct bootblocks!!!  Use /usr/mdec at your own risk.
