What's wrong:
WE used to have a file which would re-map c-s and c-q within emacs to be
accessible via c-~ and c-\. This is needed for losing terminals that
catch c-s/c-q.
This code was stored in the lisp file term/xon.el.
What should have happened:
It shouldn't have disappeared. It can be found, for instance, on
charon.mit.edu
