sendmail allows unauthenticated identities in the "Sender:" field

Section 4.4.2 of RFC822 says of the "Sender:" header of a mail message:
This field contains the authenticated identity of the
AGENT (person, system or process) that sends the message.
This doesn't seem to be the case when I use emacs mail mode and enter
"From:" and "Sender:" fields myself.
