user being notified when consultant resolves questions

At least three times in the past two days, I have had to explain to
users what it means when they get a zephyr message telling them that
their question has been resolved.
That message doesn't make sense to most people, and it doesn't
provide them with any useful information once they have done'd or
cancelled their question.
I know this has been asked before, but I am asking it again because
I'm sick of explaining that message to people. Can the olc daemon
PLEASE be modified so that it no longer sends that notification to
users? Or, at the very least, it should only send the notification
when the consultant resolves the question before the user has done'd
or cancelled it.
