memory problems with 6.3B

I am using 6.3B on a vax station II, with mwm as my window manager
and emacs as my editor.
Recently, while trying to compile a motif C program with gnu
I have been getting alot of the following meessages:
/mit/gnu/vaxlib/gcc-cpp: Memory exhausted.
So, now, in order to compile, I must first kill my emacs and then
run gnu. (They won't both fit into the same machine at the same time.)
I don't know if this is a side-effect of AFS 's cache space
competing for swap space, or if it is 6.3B or motif related.
But, if other users run into this, it could be a big problem.
(Note: the program I was triing to compile wasn't a big one by any means.)
