it is a bug because the user has no choice but to accept this
undocumented behaviour. it is a de-facto standard that programs which
want to record usage information are suitably documented and notify the
user of its intention; see the test runs of the "whatsup" program for
an example of this.
right now the browser seems to do neither. i suggest you fix this.
