Hi.
Thanks for your bug report, and sorry for the delay in
responding.
gnome-keyboard-properties is indeed broken on Solaris,
because it relies on the XKEYBOARD extension to the X
server, which is disabled by default in Sun's X server.
Unfortunately, enabling that extension causes other
problems, so there is not much we can do about this.
