sun4 9.4.41: keyboard layout switching doesn't work

Going to gnome-control-center, Keyboard, and selecting
Dvorak->Swedish
does not give a dvorak keyboard layout. Additionally, the UI
seems busted, in that you can't add more than one layout
to the list of layouts (the "add" button grays out).
It's also a bit odd that there is not a US/ANSI/English
Dvorak layout.
But fundamentally, it just doesn't work.
Tested as both sipbtest and as a normal user.
