Linux-Athena 9.4.15: athena-ifplugd starts too late

I just updated my laptop to 9.4.15 and noticed a couple things after
the update:

1) athena-ifplugd wasn't configured to start automatically
2) When I run "chkconfig --add athena-ifplugd" it put it WAY TOO LATE
   in the startup sequence.

For me, it was getting put at S50 instead of S11

I hand-edited the init script and removed most of the 'cruft'
in the INIT INFO section, just leaving the "provides" section.
Then when I readded it the script was configured for S11 as it
should.
